Inside the tube is a sausage-size cylinder of soft putty.
If you cut off a small chunk with a knife and mix it by rolling it around in your fingers, it'll cure in minutes to a hard, waterproof shape that you can drill, sand and paint.
Great for emergency repairs on manifolds, tanks, leaking pipes, radiators etc.
